{"id":56,"date":"2008-05-05T12:03:05","date_gmt":"2008-05-05T20:03:05","guid":{"rendered":"http:\/\/dianafoss.com\/blog\/2008\/05\/in-case-you-were-wondering\/"},"modified":"2009-05-05T15:21:29","modified_gmt":"2009-05-05T23:21:29","slug":"in-case-you-were-wondering","status":"publish","type":"post","link":"http:\/\/dianafoss.com\/blog\/2008\/05\/in-case-you-were-wondering\/","title":{"rendered":"In case you were wondering"},"content":{"rendered":"<p>The District has posted a <a href=\"http:\/\/www.valleywater.org\/media\/2008\/District%20Act%20FAQ.pdf\">PDF<\/a> with answers to all those frequently-asked questions about the amendments to the District Act. <\/p>\n<blockquote><p><b>Why wasn\u00e2\u20ac\u2122t this amendment made<br \/>\nduring [the] 2006 District Act change?<\/b><\/p>\n<p>The 2006 District Act amendment ended the<br \/>\nduplicative county oversight of the Water District\u00e2\u20ac\u2122s<br \/>\nbudget and other procedural holdovers from a<br \/>\n40-year-old political arrangement between the Water<br \/>\nDistrict and the County. <\/p>\n<p>During discussions, the Water District board<br \/>\nrequested that the County Board of Supervisors<br \/>\ncontinue to appoint two members to the Water<br \/>\nDistrict board to maintain a seven-member board.<br \/>\nThe County Board of Supervisors preferred a clean<br \/>\nsplit from the Water District and not to be involved in<br \/>\ndetermining the district\u00e2\u20ac\u2122s board governance model. <\/p>\n<p>Since the amendment was co-sponsored by the<br \/>\nWater District and the County, part of the agreement<br \/>\nbetween the two was to only deal with the severance<br \/>\nfrom County oversight and a minor amendment<br \/>\nrelating to open space.   <\/p>\n<p>In view of the current and future challenges,<br \/>\nexpanded responsibilities, larger population and<br \/>\nrising community expectations, the Water District<br \/>\nBoard of Directors determined that there was a need<br \/>\nfor a seven-member board.
